What is a refugee?

"A refugee is someone who has been forced to flee his or her country because of persecution, war, or violence and cannot return home due to a well-founded fear of persecution for reasons of race, religion, nationality, political opinion, or membership in a particular social group. They are considered "asylum seekers" until their claim for refugee status has been granted."

Refugees in Hong Kong

Hong Kong is an attractive city for many refugees as it is a visa-free entry country and all you need is a plane ticket to Hong Kong. But, Hong Kong has not signed the 1951 refugees treaty, and therefore it is not recognised in Hong Kong. Hong Kong is a very expensive country to live in. Refugees are not allowed to work in Hong Kong, and have to live off government payments and charities. The government allowances $1,500 per adult per month and $750 per child per month. Refugees also receive support for rent deposit (up to $3,000), agent fee (up to $750), utilities (up to $300 per month), food ($1,200 per month), transportation (ranging from $200 to $420 per month), other basic necessities (offered in-kind), and counselling services. They have no rights and often getting around has massive barriers for them, including language. 

Compared to the rest of the world, Hong Kong takes in a lot less refugees than any other developed country. The global average is to accept 43% of the refugees that arrive in a country, with Europe accepting as many as 60%. Hong Kong's acceptance rate is about 0.6%, with around only 120 claims accepted between later 2009 and March 2018.
